🔎 Description

현재 계정 카테고리 목록 조회 API는 소분류를 기준으로 구현되어 있습니다. 이 방식은 소분류가 없는 중분류가 결과 목록에서 제외되는 문제점이 있습니다.
이를 해결하기 위해, API를 중분류를 기준으로 조회하도록 수정합니다.
