This issue covers designing a method to automatically notify COVID-Hub administrators when teams have produced a submission.

Forecast submission PRs do not need much manual intervention if things are working as expected. The notification can be restricted to first time contributors (not sure if that's possible) or for PRs labeled model-metadata (probably easy to implement)
