This release extends spack v0.18.1 with C2SM and MCH specific packages.
It supports COSMO on Piz Daint, ICON on Piz Daint and Balfin, and many other packages.
The ICON package isn't using the config files any more.
This version is not hosted in a central location like v0.17.0.1 was.
