Missing Ethnicity Data

We have some NULL ethnicity data which can be due to patients not reporting. Current processing steps have eliminated rows where the ethnicity code field is NULL but we may need to think about how to best deal with this in the next version e.g., one way is to replace it with 'Other' ONS Group code as its mapped to 'Not Stated' NHS Code.
