What are our Information Governance rules for publication?
We need to avoid potentially identifiable data being published, in-line with national rules such as those used by NHSE/NHSD around small number suppression. This should also include protection of numerators and denominators, when presenting ratios/rates. Further issue about secondary disclosure, where a suppressed value is revealed by the publication of larger groups and totals.
E.g. if 2 groups, with total 10, and a <5 suppression rule. If one group is 8 (not suppressed), and one is 2 (suppressed), knowing 10 -8 gives away the 2.
