[FEATURE] Add automatic conclusion of Negotiations when all organizations deliver

Brief description.
To promote the closing of requests we should add automatic conclusion of Negotiations when all involved Organizations issue a final positive or negative response.

Desired functionality acceptance criteria
When we have a Negotiation with org A and org B, if org A has status RESOURCE_MADE_AVAILABLE and org B has status RESOURCE_UNAVAILABLE the Negotiation should be CONCLUDED.
IF all respond negatively the NEgotiation should be concluded as well.
