What type of PR is this?
What this PR does / why we need it:
parts/linux/cloud-init/artifacts/10-tlsbootstrap.conf is currently an unused artifact, not directly referenced by our cloud-init template. Regardless, we already write the same drop-in content out at provisioning time based on TLS bootstrapping settings within CSE directly. This PR removes the unused artifact and its corresponding references.
