Launcher does not show up after removing a monitor from setup

This issue has been a problem for a while. Recently I've been trying to find a spot for my third monitor with no luck on that, but when I set up just two monitors, I get what the image below shows. I've done multiple tests and it only works fine with it connected to the same monitor. The only fix I found for my end is to reconnect the monitor while reboot launcher is open and move it to a different monitor that you're gonna use. A you could probably do a clean installation of your graphics and it might work, although that is just too much work. (possible window manager issue. issue was opened as a reminder for auties to fix at a later date)
