Write logic for checking signature status for each signee

Initial thoughts:

• Find all data elements for the current signing task of the data type assigned for "signature data type".
• Download the payload for each data element.
• Match signee SSN's with the SSN's in the signature docs.

Merge signature documents from storage with signeeState, y adding a new state for each in docs but not state.
