Auditlog: Overlapping partitions error lead to container crash

A background service in auditlog creates paritions for the eventlog table in auditlog. The date ranges however were not based on 1st of every month to end date of every month. Currently we just create a partition from the current date to the same date next month. This creates confusion on the partition name and the date range stored in the partition. To resolve this, we need to create partitions that will be created with date range as 1st of the month to the last date of the month.
Also with the existing implementation, we experience date range overlapping.

Forventet oppførsel

1. Partitions are created without overlapping error.
2. Partition date range is from 1st to end date of that month
3. Container app is healthy
