Issue relates to the UI
Create a configurable setting in Imbi that requires the OpsLog ticket field is configurable based upon the OpsLog change type.
For example, we want to require a ticket for a deployment, but not a restart.
The configuration setting should take an array of values that enforce the requirement ticket field in the UI?
Should consider the feasibility to enforce this in the backend too, but as a secondary priority.
