Clarified the use case of test_Rssa.py
This commit introduces the initial JOSS paper `paper.md` along with its associated bibliography file `paper.bib`. Additionally, a GitHub Actions workflow has been added to generate draft PDFs using the Open Journals drafting action, facilitating review and iteration of the paper.
