To build access-om3-nuopc package using oneapi, we need to set fp-model precise for the esmf package similar to

spack-packages/packages/access-om3-nuopc/package.py

Line 58 in 3bfca29

depends_on("esmf cflags='-fp-model precise' fflags='-fp-model precise'", when="%intel")

I had a quick look at other packages and don't see any other changes needed. Ill make a PR
