Client side scan

Hello Community,

Consider a CDN + vless/vmess solution.
I'm trying to add a feature which enables user to select the network provider and scan reachable IPs of CDN.
After a successful test, user can SELECT (instead of typing) the IP in any added proxy server they desire.
This enables user to continue using provided proxy server configuration when common IPs are not reachable.

As long as I wanted to start contributing, I want to ask for any recommendations or suggestions before starting it.
I though it's better to implement this functionality in Kotlin. I'm not sure if It's better to add it as util or service.
