Agile BPA Task Order for the HUD Disaster Data Recovery Portal Pilot Program

Instructions

The documents in this repository are posted to eBuy under ID11170012. The documents in eBuy should always be considered the documents of record. Please submit any questions as GitHub issues in this repository by February 10, 2017 at 3:00 pm EST. TTS and the Contracting Officer will only be responding to questions submitted by Agile BPA vendors. Comments from other parties will still be considered but we cannot commit to responding to them.

Background

The Disaster Data Recovery Portal Pilot is anticipated to replace the currently used system that involves a variety of data sharing methods ranging from the default method of sending physical media (e.g., CD-ROM, flash drive, portable hard drive, etc.) to a state-specific secure File Transfer Protocol (FTP) system. The Disaster Data Recovery Portal Pilot’s primary goal is to put an end to “double-dipping” by aid recipients while the secondary goal is to provide a secure and real-time (or as real-time as is feasibly possible) system to support state and local governments in their relief efforts.

What we're hoping to end up with

The scope of this call order is for the contractor to deliver the Disaster Data Recovery Portal Pilot system. The Period of Performance will cover creation of the registration/authentication system, a user interface that allows for the selection and sorting of all data as well as user-selected subsets of data, and a visualization of the data and/or subsets of data over GIS maps.

Details about what we're looking for from a Project Manager (PM) and Technical Lead are explained in section 6.1.2 of our PWS.

Period of performance

There will be a Base Period of 4 months. Details, including the official start date, are explained in section 3.0 of our RFQ.
